Britain and America have reached a landmark bilateral deal that will guarantee no import taxes on British pharmaceutical products entering the American market.

Agreement Details of the Pact

Under the terms of the agreement, the UK has pledged to increase spending on drugs through the public health system. This commitment ensures that tariffs on these key exports will stay at zero for a duration of 36 months.

This development is in response to earlier warnings to dramatically increase duties on branded drug products, with figures floated up to one hundred percent.

"This arrangement with the United Kingdom bolsters the global environment for new treatments and introduces long-overdue fairness to transatlantic drug exports," a statement noted.

Trade Significance

Drugs are one of the UK's biggest export categories to the US, which is by far the largest buyer for major UK drugmakers.

Statistics show that in the one-year period to the end of the third quarter, the UK shipped medicines valued at billions to the US. This amount represented 17.4% of total UK exports in that timeframe.

"This agreement protects jobs, stimulates capital expenditure and facilitates the UK to become a global hub for life sciences," the Business and Trade Secretary remarked.

Detailed UK Commitments

The deal entails several key commitments from the United Kingdom:

  • Price Threshold Increase: The UK will lift the price threshold at which it considers new medicines to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to increase total health service expenditure on medicines from 0.3% of Gross Domestic Product to 0.6% over the following ten-year period.
  • Rebate Cap: The percentage pharmaceutical firms must pay back to the NHS to control costs will be restricted at 15%. Last year, rebates topped twenty percent.

Industry Background

This agreement takes place against a long-running row between the sector and the UK government over drug pricing and regulatory access.

The disagreement were heightened by claims that American patients were charged a premium for the same drugs than patients in the Britain and the EU.

Over the last 18 months, several major manufacturing plans in the UK have been halted or scrapped, while major funding commitments have been pledged toward projects in the United States.

The Science Minister acknowledged that the NHS had to invest a greater share on medicines, noting that its spending on drugs had decreased as a share of its resources over the previous ten-year period.
